Questions and Clarifications:
Q1: Should the quote be for 1 each of all items?
A1: Yes
Q2: Package and scope: We downloaded the nine-page October 2026 invitation. Is this the complete package, or is there a separate Scope of Work?
A2: This is the complete package
Q3: Is the contract supply and delivery only or does it include field measurement, removal, installation, or on-site keying?
A3: Materials only, price should include shipping to Columbiana, AL
Q4: Door/frame specifications: The “Metal Doors” heading lists hollow metal frames. Please confirm whether these are frames only or door-and-frame assemblies, and provide jamb depth/profile, frame construction, anchorage, finish and hinge/strike preparations.
A4: The jamb depth is addressed on the revised proposal form.
Q5: For wood doors, please provide thickness, face material/finish, machining requirements and required fire-label standard.
A5: The door thickness and fire rating is addressed on the revised proposal form, the finish color will vary from order to order.
Q6: Please confirm the glass-kit dimensions and glass thickness.
A6: The glass dimensions and glass thickness is addressed on the revised proposal form.
Q7: Hardware and key systems: Please confirm the complete manufacturer catalog numbers/keyways for the listed cylinders and hardware, including the D135/Primus and Everest items. Must these match an existing restricted/master-key system, and will the County provide any required authorization and keying instructions through the appropriate secure channel?
A7: If your company is awarded the bid our keyway information will be transferred from the current supplier to your company with our approval.
Q8: Are equivalents acceptable for these items, and how should proposed equivalents be submitted?
A8: Those substitutions should be submitted and approved prior to bidding. If not approved prior to bid opening those substitutions will be deemed none responsive on those items.
Q9: Pricing and award: May bidders quote only selected items or categories, and how is “majority of the items listed” evaluated? Please confirm the pricing unit for each line.
A9: In order to streamline future ordering and coordination the County’s intention is to award the bid to the bidder that has the lowest price on the majority of the items being bid however, if it is determined to be in the best interest of the County to award items individually to multiple bidders the County reserves that right depending on the bid results.
Q10: For the percentage discount line, which manufacturer's published list, effective date and product categories apply, and does that discount supplement the listed unit prices?
A10: This “catalog bid line” only applies to items NOT on the item list. The items on the list shall have fixed pricing for the duration of the bid award (one year with the ability to extend for 2 additional years if both parties agree).
Q11: Ordering and delivery: Please provide estimated annual quantities or recent usage, typical order sizes, required lead times and any emergency-delivery obligations. We understand that quantities are not guaranteed and delivery to Columbiana must be included. Is there a minimum order, a single delivery point and a defined unloading responsibility?
A11: The order size and annual amounts are based on maintenance and new construction needs. The bid pricing should assume that orders may be made for a single unit of any item when needed.
Q12: Commercial requirements: Please confirm invoice acceptance/payment terms, required warranties, any price-adjustment provisions during the initial term or renewals, and any vendor registration, business-license or insurance documents required of an out-of-state supply-only reseller.
A12: E-Verify is required by Alabama law, no business license is required unless your company has a permanent location within a City. The County pays invoices on a weekly basis. Any invoice received and approved before the end of business on each Monday will be paid that same Thursday.
Q13: Certifications and timing: The Act 2023-409 certificate states that the bidder has 10 or more full-time employees.
A13: This is a State law that any company provide this executed form if your company has over 10 employees. If not, this does not apply.
Q14: What documentation or notation should a bidder with fewer than 10 full-time employees submit?
A14: Nothing related to Act 2023-409’s requirements. E-verify shall apply and will be required.
Q15: Please also confirm that the October 16 noon question deadline and October 22, 2:30 PM bid deadline are Central Time.
A15: The bid opening time deadline will be confirmed on the addendum with the responses to these questions.
